License Upgrade Question

I have 2 licenses. One is a leased license which I upgraded to an owned license in February. The other is a leased license which I recently renewed a week ago since it was set to expire on Dec 23rd. I've decided that I wanted to uprade that license to an owned license as well, but when going to the member area, the only option which relates to upgrading it is paying $160 for a new owned license. I remember reading a thread here that in order to get a "discount" (i.e. pay half the price of the full owned license), you'd have to pay the extra amount within a month. So my question is: what do I have to do to upgrade to the Owned License without having to pay the full $160 for it?
